Do Sub-Saharan cultures present barriers to accessing medical care for children with hydrocephalus?

I spent several months conducting a literature analysis on the subject, pouring over hundreds of medical papers. To my surprise, no data had been collected on the subject. To try and answer this question, I formulated a survey that hypothetically could be distributed to guardians in various parts of Sub-Saharan Africa and could be modified to fit cultures in various regions of the world.
